RO-RO Dock-Ramp Refurbishment

SCOPE

Arch Engineers provided full EPC (engineering, procurement, and construction) services for a new personnel access deck at the Darrell Bay Ro-Ro dock, facilitating safe marine transfers for Woodfibre LNG. The project involved structural, electrical, and mechanical integration, MoTI-compliant features, and extensive stakeholder coordination across multiple agencies and jurisdictions.

PROJECT SUMMARY

Arch Engineers Ltd. led the engineering, procurement, and construction (EPC) for a personnel loading deck at Darrell Bay, an essential project to facilitate the transfer of workers from an existing Roll-on/Roll-off (Ro-Ro) dock to marine transport vessels. This complex, high-stakes project was a cornerstone for Woodfibre LNG’s ongoing development, with broad stakeholder oversight and heightened scrutiny on quality, safety, and compliance. 

The project’s scope included structural, mechanical, and electrical work, integrating secure stairways, advanced lighting systems, and safety railings to meet the stringent standards set by the Ministry of Transportation and Infrastructure (MoTI).  Moreover, Arch Engineers ensured meticulous quality control, establishing a detailed Inspection and Test Plan (ITP) and turnover package, ultimately earning MoTI’s approval and satisfaction with the final delivery. 

Furthermore, throughout the project, Arch expertly managed diverse stakeholder relationships, balancing interests from the project owner, Woodfibre LNG, BC MoTI, BC FLNRO, Squamish First Nation, municipal officials, and residents. This required a consistent and transparent approach to stakeholder communication, addressing each party’s concerns and maintaining alignment with environmental, health, and safety (EHS) regulations. 

Overall, In this highly visible and closely monitored project, Arch Engineers upheld the highest levels of QA/QC and demonstrated unwavering dedication to environmental stewardship and safety. By navigating complex stakeholder interactions, stringent compliance standards, and technical demands, Arch delivered a successful personnel loading deck that satisfied the MoTI, protected environmental values, and met the owner’s goals for a sustainable, effective solution.
